Nine Circles Community Health Centre is governed by a community based volunteer Board of Directors. The Board is comprised of 15 seats, and uses a consensus model of decision-making. The role of the Board is to set policy to guide the organization and to act as guardians of the corporation. 

Persons living with HIV/AIDS are encouraged to run for the board, while one seat is for staff representation. Membership to Nine Circles is open to the general public and is free of charge; all clients and volunteers are encouraged to become members.
